…rd (afi-docs) - AFI_Full_Architecture.md: add "District / API Atlas foundation" section (Districts table, entity counts, structures/interfaces/routes/maturity, participant roles, onboarding non-exclusivity, Atlas vs runtime vs City); flip the API-Atlas honesty from "not started" to "canonical foundation established (afi.protocol-atlas.v1)"; re-home "not started" to the AFI Protocol City and Participant Gateway (both genuinely not started); the decision count is now eighteen (ATLAS-GOV added). - atlas/afi-protocol-atlas.v1.json: byte-pinned vendored copy of the canonical afi-config registry (+ atlas/PROVENANCE.txt sha256 + source commit, atlas/README.md). - scripts/check_atlas_summary.py: mechanical drift guard — the doc must agree with the vendored registry on active District ids/names, entity counts, participant roles, five categories, and current operation ids; verifies the vendored copy's integrity. Wired into ci.yml. - scripts/check_architecture_doc.py: amend the D-D1CAP-8(3) anchors per ATLAS-GOV D-ATLAS-9(3) — require afi.protocol-atlas.v1; re-home the honesty pair.
