…(D1CAP-GOV) Flagship Districts section aligned to the accepted map (afi-governance decisions/district-one-signal-evaluation-capability-v0.1.md, PR #25, merge dd66682; afi-docs PR #24, merge 3f708ef): District 1 is the active Signal Evaluation capability domain implemented today by the live GraphExecutor pipeline; its former Pipehead POC implementation is retired while the district endures; District 2 receives the scored evaluation result and owns evidence/provenance.
