- Replace the now-false "There is no canonical API Atlas yet" with the honest current state: the District / API Atlas foundation (afi.protocol-atlas.v1, ATLAS-GOV) is established as discoverability metadata; a live read/replay/verify API surface is reserved and not built; the AFI Protocol City and Participant Gateway are not started. - Add a bounded "District / API Atlas" section: capability Districts (not repos), structures may serve multiple Districts, Gateway routes without owning, the Atlas describes current capabilities/interfaces/routes/contracts/maturity, the future Protocol City visualizes Atlas truth, and AFI-operated onboarding is a reference entrance, not the only one.
