chore: remove references to the removed afi-ops repository - #8

afi-ops (a Phase-1 operations-toolkit repo of stub scripts) is being deleted. Scrub its repository references from this repo's docs/metadata; where a statement required an owner, reassign per the current ownership model (infra/deploy foundations -> afi-infra; service health -> owning service; benchmark tooling -> afi-benchkit).
