Implements RT-SEC-001 through RT-SEC-020 and associated hardening from the 2026-08-18 security audit. This PR is intentionally draft while remediation, regression tests, static review, and available build/type checks are completed. It must not be treated as a SECURITY PASS or production release. Final target after the pre-merge gate is master, pending independent Codex dynamic/adversarial verification.
