chore(deps): investigate Application Insights v3 upgrade - breaking changes identified

Renovate updated Application Insights packages to v3.0.0, causing CI build failures. v3 is an architectural shift to OpenTelemetry that removes ITelemetryInitializer and ITelemetryProcessor from the public API.

Breaking Changes

Removed Interfaces:

• ITelemetryInitializer - no longer public
• ITelemetryProcessor - no longer public
• TelemetryConfiguration.TelemetryInitializers collection
• TelemetryConfiguration.TelemetryProcessors collection

Affected Ark.Tools Classes:

• DoNotSampleFailures
• GlobalInfoTelemetryInitializer
• ArkSkipUselessSpamTelemetryProcessor
• SkipSqlDatabaseDependencyFilter

Package Status

v3.0.0 Stable:

• Microsoft.ApplicationInsights
• Microsoft.ApplicationInsights.AspNetCore
• Microsoft.ApplicationInsights.WorkerService

No Stable v3:

• Microsoft.ApplicationInsights.NLogTarget (3.0.0-beta4 only)
• Microsoft.ApplicationInsights.WindowsServer.TelemetryChannel (v2.23.0, may be obsolete in v3)

Migration Paths

Option 1: OpenTelemetry Migration
Replace processors with BaseProcessor<Activity>, use OTel enrichers. Microsoft's recommended path.

Option 2: Revert to v2.23.0
Stay on stable v2.x until migration requirements are clear.

Option 3: Beta Packages
Accept beta NLogTarget in production.
