Replace deprecated runner labels across the repository workflows while preserving the existing runner architecture. Standalone Ubuntu jobs move to 24.04; migrated Ubuntu test matrices cover 24.04 and 26.04.
Validation: reviewed all repository workflows and tool installation steps; ran git diff --check and actionlint (without optional shellcheck/pyflakes). GitHub Actions checks passed on this PR; marked ready for review. Validation runs: run 41666231617.
The existing parallel-step syntax in build_sds-toolbox.yml is not recognized by actionlint 1.7.12; that unchanged workflow is excluded from the actionlint result. Existing matrices already use Ubuntu 24.04 and macOS 15 and are preserved.
