• Deploy, initialize, and register the eight protocol contracts in architectural order: registry, wallet, treasury, multisig, proposal, budget, policy, escrow.
• Initialize multisig with a weighted signer set and proposal with its timelock, then wire the treasury to the deployed multisig contract.
• Retain the end-to-end success path and deterministic policy, budget, authorization, and escrow failure assertions.

Validation

• cargo test --workspace could not run because cargo is not installed or available on PATH.
• git diff --check passed.
