Adding image for Ubuntu 16.04 and dqrobotics.

This is barebones proposal that will need to be modified after it makes into the repository. I'm using COPY in the Dockerfile because otherwise the installation file does not exist yet in the repo.

My quick build check

cd ubuntu_26/dqrobotics
docker compose build

I removed lots of undoubtedly useful packages that are otherwise unrelated to dqrobotics. This will help getting this into the dqrobotics repositories in the future.

libdqrobotics-interface-json11 is taking forever to build in Launchpad.net but if you check this in a day it should be working fine.

• I created the dqrobotics/container repository to host Docker images exclusively for DQ Robotics.
• I closed this since Murilo M Marinho (@mmmarinho) will add this image to dqrobotics/container.
