docs: add CI status badge to README - #12

The CI workflow has run on every push and pull request to main since it was added, but the README never surfaced its status. Add the standard Actions badge next to the existing license and Python badges so the build state is visible from the repository landing page. Badge verified rendering against main (HTTP 200, currently "passing").
