Implement automatic preview environments for each pull request.

What's included

• .github/workflows/preview.yml - Deploy PR previews to Fly.io
• .github/workflows/preview-cleanup.yml - Clean up environments on PR close

How it works

• Each PR gets isolated Fly.io app: relay-pr-{number}
• Shared staging database and Redis
• PR comment with live environment URL
• Automatic cleanup when PR closes

Before merging

Configure these GitHub secrets in repo settings:

• PREVIEW_SESSION_SECRET
• PREVIEW_DATABASE_URL
• PREVIEW_REDIS_URL
• PREVIEW_GITHUB_CLIENT_ID
• PREVIEW_GITHUB_CLIENT_SECRET
• PREVIEW_VAULT_ENCRYPTION_KEY
• PREVIEW_NANGO_SECRET_KEY

Once configured, workflows will:

1. Trigger automatically on new PRs
2. Deploy to Fly.io
3. Comment PR with live environment URL
4. Auto-cleanup on PR close
