P3: The **When the PR is ready** heading was merged onto the same line as list item 3. A line starting with bold text renders as a paragraph, so 3. becomes literal text instead of an ordered-list item: the "add the mergeable label" step loses its numbering, its requirement bullets render as an unrelated top-level list, and 4. Remove mergeable restarts a fresh numbered list at 4. Restore the heading on its own line, the numbered item, and the nested bullets.

Fixed in #1955 (b8fb6681, base trunk): **When the PR is ready** is back on its own line, and items 3–4 render as one ordered list with nested bullets. Will resolve once #1955 merges into trunk.

4. Remove `mergeable` if the PR stops being ready (new work, a failing check, a
blocking question). The label is read live from GitHub on every sweep.

P1 Badge Move the new fix into the pending release section

This commit lands after the dated 13.2.0 release but inserts its new user-visible behavior into the older 13.1.1 section, leaving [Unreleased] empty and making the historical release record claim functionality that was not present there. Move the entry under a new [Unreleased - Patch] heading rather than rewriting an already published version.

Fixed in #1955 (b8fb6681, base trunk): the entry moves out of the released [13.1.1] section to [Unreleased - Minor] / Fixed. #1891 (6bdec7b2) is not an ancestor of v13.2.0 or main, so no published release carries it. Will resolve once #1955 merges into trunk.

📐 Maintainability & Code Quality | 🟡 Minor | ⚡ Quick win

Move this entry from the released [13.1.1] section to a pending [Unreleased - …] section.

The entry sits under the already-released ## [13.1.1] - 2026-10-04 heading. Its own text says the change is for "the planned 13.2.0 rollout", and docs/harnesses/pty-delivery.md also targets broker 13.2.0. As written, the 13.1.1 release notes claim behavior that 13.1.1 did not ship.

  • Add the bullet under ## [Unreleased - Minor] in the Fixed subsection.
  • Drop the release-only sentence "Upgrade and restart brokers and PTY agents for the planned 13.2.0 rollout."

This follows the coding guidelines: "Curate [Unreleased] in CHANGELOG.md as you land PRs" and "The first pending user-visible change must set the heading to [Unreleased - Patch], [Unreleased - Minor], or [Unreleased - Major]". It also follows: "Drop issue/PR links, internal review notes, implementation backstory, release-only entries".

Move the PTY delivery entry from the released [13.1.1] section to the Fixed

upgrading and restarting brokers and PTY agents for the 13.2.0 rollout.
