Problem

agent-relay fleet spawn --node <n> printed dispatch: dispatched for a spawn the engine had never sent to the node, while agent-relay fleet spawn-status for the same invocation said not_dispatched.

The engine's spawn response always includes handler_node_id (the node placement chose), even when the send to that node failed. The SDK (packages/sdk/src/messaging/relaycast-placement.ts) and the CLI (packages/cli/src/cli/lib/spawn-lifecycle.ts) treated that field as proof of dispatch. spawn-status reads the stored invocation, which doesn't expose it, so the two disagreed.

Seen on 2026-10-13 with invocation inv_idem_6648…4491 on sf-frame. The engine-side reason the spawn was never re-sent is fixed separately in AgentWorkforce/relaycast (fix/drain-orphaned-native-spawn).

Fix

Only dispatched_node_id, or a status that the node itself advanced, counts as dispatch evidence. A placed but unsent invocation reports not_dispatched.

Tests

  • SDK: a new placement.test.mts case. The file passes (43 tests) in the investigating agent's local run, which used a temporary vitest config because the root config excludes packages/sdk/**. Nothing found in CI runs this file; worth a follow-up.
  • CLI: two new spawn-lifecycle.test.ts cases. CLI suite: 2,076 passed, 8 failed; the same 8 fail on unmodified main (they need built packages and a bun binary).
  • Mutation check: with the change undone, the new tests fail with Expected: "not_dispatched" Received: "dispatched"; restored, they pass.
  • SDK typecheck exit 0. The full CLI typecheck needs the monorepo built; the changed CLI file has 0 errors.

Note

Medium Risk
Changes spawn dispatch classification used by fleet CLI and SDK placement errors; behavior shifts for edge cases where placement succeeded but send did not, which is the intended fix but affects operator-facing status and retry logic.

Overview
fleet spawn and SDK placement no longer treat handler_node_id as proof that a spawn reached a node. The engine snapshots the chosen node there before send; if delivery fails, the row can stay pending with dispatched_node_id null while still naming the handler. CLI dispatchEvidence and SDK resolveDispatchState now count only dispatched_node_id (or statuses that imply the node advanced), so dispatchState is not_dispatched for placed-but-unsent spawns and matches fleet spawn-status.

During spawn confirmation, the SDK may promote dispatchState to dispatched when a follow-up invocation read shows a dispatchedNodeId the initial ack lacked (e.g. dispatch after ack). Tests cover the unsent-handler case, late dispatch on read, and relayflow fixtures that need dispatched_node_id on denied spawns.

The engine's spawn ack snapshots the node placement chose in
handler_node_id before it sends anything, so an ack whose send failed
still carries it next to dispatched_node_id: null. The SDK's
resolveDispatchState and the CLI's dispatchEvidence both treated
handler_node_id as proof of dispatch, so `fleet spawn` printed
dispatchState "dispatched" for an invocation `fleet spawn-status` (which
reads the engine record, where handler_node_id is not exposed) reported
as not_dispatched.

Only dispatched_node_id, or a status the node itself moved, is evidence.

📝 Walkthrough

The CLI and SDK no longer treat handler_node_id as proof that dispatch occurred. They use a dispatched-node ID or qualifying status evidence. SDK confirmation reads can add dispatch evidence when they contain a dispatched-node ID.

Changes: Dispatch evidence

Layer / File(s) Summary
Dispatch classification
packages/sdk/src/messaging/relaycast-placement.ts, packages/cli/src/cli/lib/spawn-lifecycle.ts, packages/cli/src/cli/lib/spawn-lifecycle.test.ts
The CLI and SDK no longer count handler-node IDs as dispatch evidence. CLI tests cover pending placements without a dispatched-node ID and placements with a recorded dispatched-node ID.
Confirmation evidence
packages/sdk/src/messaging/relaycast.ts, packages/sdk/src/messaging/placement.test.mts, tests/relayflows/cases/1563-spawn-lifecycle-truth/run.mjs, CHANGELOG.md
SDK confirmation reads set dispatch state to dispatched when they contain a dispatched-node ID. Tests cover timeout and later confirmation cases. The immediate-denial fixture includes a dispatched-node ID, and the changelog documents the behavior.

Comment thread CHANGELOG.md Outdated
…563 proof

Review on #1972 raised three points.

- Confirmation fixed dispatchState at ack time. A pending ack that the
engine dispatched afterwards was still reported as not_dispatched when
confirmation later failed. A confirmation read that carries a
dispatchedNodeId now upgrades the state. A read's status does not, because
the normalizer defaults a missing status to `invoked`.
- The relay#1563 RelayFlow denial fixture named the node only in
handler_node_id, which is now placement, not evidence. node_a denied
what it received, so the ack now also carries dispatched_node_id.
- The changelog heading is now [Unreleased - Patch] and the entry is shorter.
