RelayAuth becomes the credential authority for relaycast (model B — remote issuance). This adds a /v1/relaycast route group that mints ar_ws_ credentials and serves the credential tags relaycast needs to verify them.
Vendored ar_ codec + snowflake ID generation — no relaycast dependency.
Keyring env: RELAYAUTH_RELAYCAST_CREDENTIAL_KEYRING (active + retired keys for tag verification).
Push envs: RELAYAUTH_RELAYCAST_URL + RELAYAUTH_RELAYCAST_INTERNAL_SECRET / RELAYAUTH_RELAYCAST_INTERNAL_SECRET_FILE — newly issued keys are pushed to relaycast's /internal key ingestion.
RelayAuth becomes the credential authority for relaycast (model B): it
holds the ar_ credential tag keyring, mints ar_ws_ workspace keys, and
pushes them into relaycast's caller-minted POST
/internal/workspaces/:id/api-key contract.
- lib/credential-keyring.ts vendors the ar_ codec (base62, crc32,
keyring parse, HMAC tag signer) from @relaycast/types and
@relaycast/engine; golden vectors pin it to the upstream byte format.
- lib/snowflake.ts vendors relaycast's generator (same epoch/layout) for
server-allocated workspace ids.
- lib/relaycast.ts resolves the three new bindings fail-closed, defines
the injectable RelaycastWorkspaceKeyPusher boundary, and ships the
fetch implementation that maps relaycast's error envelope.
- routes/relaycast.ts adds three scoped routes behind
relayauth:relaycast:manage:* (the design's admin:* is not a valid
scope action under the sdk parser; manage is the equivalent verb):
POST /v1/relaycast/workspaces mint + push at generation 1
GET /v1/relaycast/credential-tags/:id all keyring tags, immutable
POST /v1/relaycast/workspaces/:id/api-key rotate at caller generation
- server.ts mounts apiKeyAuth + routes, reads the new env bindings
(with _FILE variants), asserts config at boot, and seeds
RELAYAUTH_RELAYCAST_SERVICE_API_KEY through the bootstrap-key path.

🔴 New credentials fail behind cached tags
After keyring rotation, Cache-Control: immutable keeps the old tag list for a year. Newly minted credentials use the new version, so cached tag lookups reject them.
Learn more
The credential-tags endpoint returns a versioned list derived from the configured keyring. Adding a new current keyring version changes that list even when old versions remain valid. A cache that honors immutable can serve its previously stored response for a year, including when the consumer refetches after seeing an unknown tag. Newly minted credentials then have no matching tag in that response and cannot authenticate.
Example: The cache holds workspace 42's tag list [aTag]. After version b becomes current, RelayAuth mints a key with bTag; the cache still returns [aTag] rather than the new [bTag, aTag].
Recommended fix: Do not mark tag lists immutable across keyring changes. Use a bounded cache lifetime with revalidation or a cache key that incorporates a keyring version, and ensure relaycast can bypass stale entries when an unknown tag appears.

When relaycast returns HTTP 200 with malformed JSON, pushWorkspaceKey substitutes the requested workspace and generation. The issuance route then returns a key without confirming relaycast registered it.
Learn more
The route returns a newly minted secret only after pushWorkspaceKey reports success. The pusher discards JSON parsing errors and treats a 2xx response with no usable data as a successful push, filling missing fields from its own request. A transient malformed upstream reply thus becomes a successful issuance response without a verified workspace or generation.
Example: Relaycast or its proxy responds 200 OK with an empty body. response.json() fails; the pusher returns the input generation and workspace as if the response confirmed the push.
Recommended fix: Validate the successful response envelope and required result fields before returning from pushWorkspaceKey; emit a typed upstream error for an invalid body.

🟡 Invalid tag lookup returns server error
For an eleven-character base62 segment above the 64-bit limit, isArWorkspaceSegment accepts the value. The signer rejects its decoded ID, turning an invalid lookup into HTTP 500.
Learn more
The tag route first checks that the segment contains exactly eleven base62 characters. That shape does not ensure its decoded number fits a 64-bit snowflake. encodeArWorkspaceId enforces that limit when the signer computes tags, throwing an unhandled error for an otherwise well-formed route parameter.
Example: Request /v1/relaycast/credential-tags/zzzzzzzzzzz with valid admin credentials. The parameter passes the shape check, but its decoded value exceeds 18446744073709551615 and the request returns 500 rather than 400.
Recommended fix: Check the decoded ID with isArWorkspaceId before calling tags, and reject out-of-range segments with 400.

🟥 Admin grants can seize other workspaces
An admin with * can call authorize for any workspace ID. No tenant check binds that ID to the caller, so rotation returns a live key for another organization's workspace.
Was this helpful? React with 👍 or 👎 to provide feedback.

🟥 Plain HTTP exposes relaycast credentials
With an http:// relaycast URL, pushWorkspaceKey sends the newly minted key and internal bearer in plaintext. Anyone on that network path can capture both credentials.

Allow cached tag lists to refresh after keyring rotation
When a workspace's tags have been cached before a keyring rotation, adding a new version changes this endpoint's response at the same URL. Advertising it as publicly cacheable and immutable for a year lets an HTTP cache serve the old list even when a consumer refetches after encountering a new tag, preventing verification of newly issued credentials. Appending versions preserves old tags but does not make the complete list immutable; require revalidation or version the cache URL.
The reason will be displayed to describe this comment to others. Learn more.
Validate the push acknowledgment before returning a credential
If the configured upstream returns HTTP 200 with HTML or an unrelated JSON response—for example, when a reverse proxy routes the internal path to a fallback handler—the JSON parsing failure is swallowed and these defaults turn it into a successful push. mintAndPush then returns a fresh credential and generation even though relaycast has not acknowledged installing the key, leaving the caller with an unusable credential. Validate the acknowledgment's workspace and generation, and return a 502 for malformed or mismatched responses instead of synthesizing success.
### Issue 1
packages/server/src/routes/relaycast.ts:123-128
`authorize` accepts ordinary org-admin grants such as `relayauth:*:manage:*`, but the rotation route can replace keys for any Relaycast workspace. It never checks who owns the workspace, and the push uses the server's shared internal secret. An admin from one org can supply another org's workspace ID and a higher generation to obtain its new key.
Restrict this global capability to a dedicated service key. Also protect it from delegation through ordinary admin grants, as the existing broker scopes do.
**How this was verified:** The scope matcher accepts broad org-admin grants, while the rotation route passes the caller's workspace ID to the internal API without checking ownership.
### Issue 2
packages/server/src/routes/relaycast.ts:35
If a shared HTTP cache holds the tag list before a keyring rotation, this header lets it return that old list for a year. A refetch for an unknown tag can receive the same cached response without reaching RelayAuth. Newly minted keys then carry a tag missing from the list and fail verification.
The list changes when a keyring version is added. Use a short cache lifetime or require rechecking the response instead of marking this URL immutable.
### Issue 3
packages/server/src/lib/relaycast.ts:181-185
`createRelaycastKeyPusher` accepts any successful HTTP status unless the body explicitly says `ok: false`. An empty response, an HTML page, or `{ ok: true }` passes, and the workspace and generation are filled in from the request. If a bad URL or changed upstream response produces one of these answers, callers can receive a key that was never installed.
Check the response fields before reporting success, and test malformed responses through `fetchImpl`.
### Issue 4
packages/server/src/routes/relaycast.ts:72-74
The segment check accepts every 11-character base62 value, including `zzzzzzzzzzz`, which exceeds the 64-bit workspace limit. Decoding succeeds, but `tags()` calls `encodeArWorkspaceId` and throws. The caller gets a 500 instead of a useful 400 input error.
Check the decoded value with `isArWorkspaceId` before signing, and add an overflow case to the route tests.
```suggestion const workspaceId = decodeArWorkspaceSegment(segment); if (!isArWorkspaceId(workspaceId)) { return c.json({ error: "workspace id must be a 64-bit snowflake", code: "invalid_request" }, 400); } const tags = await createCredentialTagSigner(config.keyring).tags(workspaceId);```---
For each issue above, determine whether it is valid and should be fixed. If so, fix it directly.
Correct the documented response shape of the credential-tags route.
The docs say the route answers { "workspace_id", "tags" }. The handler in packages/server/src/routes/relaycast.ts returns { ok: true, data: { workspace_id, tags } }. The route test asserts the same envelope. Integrators who follow the docs will read the wrong fields.
Return 400 when the decoded workspace segment exceeds 64 bits.
isArWorkspaceSegment accepts any 11 base62 characters. 62^11 is greater than 2^64, so a segment such as zzzzzzzzzzz decodes to a value above MAX_SNOWFLAKE. tags() then calls encodeArWorkspaceId, which throws. The throw is not caught, so an authenticated caller gets a 500 internal_error instead of a 400.
Narrow the cache policy for this authenticated response.
The endpoint requires x-api-key, but the response uses public, max-age=31536000, immutable. A shared cache can store and replay it. The tag list is also not immutable. Keyring rotation prepends a new current tag. A cache that honors this header serves the old list for up to a year. A client that refetches after seeing an unknown tag gets the same cached list.
Use private and a shorter max-age. Remove immutable. Alternatively, confirm that the relaycast tagger never relies on a refetch to see new tags.
Fix the key_generation type narrowing. The server build fails.
body.value is Record<string, unknown>, so keyGeneration is unknown. Number.isSafeInteger(keyGeneration) does not narrow the type. The CI log shows TS18046 at Line 101 and TS2322 at Line 116, so npm run build fails.
Add a typeof check. TypeScript then narrows keyGeneration to number after the early return. This also fixes the error at Line 116.
