Communication policy belongs to Relaycast. This adds @relaycast/communication-policy with admission schemas, generated cross-language fixtures, and a storage-independent coordinator for grants, receipts, deduplication, and final injection. Cloud consumes it through a PostgreSQL adapter; desktop consumes its generated contract. Work status and PR completion stay in Cloud/desktop's @cloud/session-status.

This replaces the communication portion of withdrawn AgentWorkforce/relay#1975. Related: AgentWorkforce/cloud#5034, AgentWorkforce/relay-desktop#459, AgentWorkforce/relayhistory-cloud#135. The package is registered with lockstep release validation/publication; nothing has been published.

Validation:

• npm ci --ignore-scripts: isolated workspace dependencies; package resolves in this worktree.
• npm run -w @relaycast/communication-policy contracts:check: TypeScript build and generated bundle parity.
• npm run -w @relaycast/communication-policy test: 42 tests, including 19 admission fixtures and 6 coordinator tests.
• npm run -w @relaycast/communication-policy lint: clean.
• npm run test:release: 104 release regression checks pass, including publication matrix/reconciliation registration.
• Removing the final admission guard makes the policy-change-before-injection test fail (1 test); restored afterward.

Draft integration gate: engine storage adapters, direct transport/read coverage and desktop final injection are still pending. This package does not enable enrollment, add HTTP endpoints, or prove production transport enforcement. Cloud enrollment remains disabled. The coordinator requires atomic transactions and cross-process serialization from every storage adapter.
