This PR adds a new meta-persona for creating high-quality agent personas.

What it does

The persona-creator is designed to help design and create agent personas that follow the workforce persona specification format.

Key features

• Three tiers (best, best-value, minimum) with consistent quality bars
• 5-step design process: understand intent → define scope → design tiers → specify settings → validate output contracts
• Quality priorities: clarity of intent > actionable process > quality guardrails > tier-appropriate verbosity
• Anti-patterns encoded: vague descriptions, inconsistent quality bars, missing output contracts

Structure

Follows the same format as existing personas like code-reviewer, technical-writer, and architecture-planner.

Testing

The persona can be tested by using it to create new personas for specific roles.
