Update validation and publishing to npm 11.21.1, a stable patch release with dependency fixes that supports the configured Node 24 runtime.
Validation: clean install and full
CI=true npm run validatepassed on Node 24.11.1 with npm 11.21.1. Audit reported zero vulnerabilities. Two independent combined code and security reviews found no actionable issues.
