Put the Work Queue columns in Upcoming, Due, Overdue, Blocked order in both the adopted-work board and the unlocked program view. Keep the separate proposed-work preview and place Proposed after active work in the unlocked view.

Release both packages as 0.18.13. This changes display order only; task status, deadlines, blockers, and completion rules are unchanged.

Validation:

• Two independent combined code and security reviews found no actionable issues.
• Node 24 clean install and full validation passed.
• Both package dry runs and npm audit passed.
• A fresh consumer using the local engine validates with no errors or warnings.
• Playwright verified both board layouts and a generic card in each active column, with no console errors or failed network requests.
• Changed files passed private-source, secret-pattern, and whitespace checks.
