Later governed-content activation clipped the current operating window and incorrectly invalidated setup proof collected earlier in the same adopted cycle. Preserve the planner's original cycle start for setup checks while leaving actual occurrence completion windows unchanged.
The baseline reuses the planner's selected rule and cycle, including activation anchors and configured offsets. Current Control procedure dates, scope, proof, independent review and population checks remain required.
Validation: focused regression checks, two independent combined code/security reviews followed by fresh verification, full Node 24 validation, and a real local browser exercise of readiness after content activation. Coordinated patch release 0.18.16; no model migration.
