Approved records need small administrative corrections without repeating an independent approval when the underlying decision is unchanged. Add owner-authorized nonmaterial amendments for defined label corrections and equivalent reporting-email aliases, with exact committed source binding, dated authority, retained proof and immutable history.
The current view shows the correction while preserving the original record and approval. An equivalent unapproved alias successor can be withdrawn atomically. Changes to recipients, access, scope, commitments, schedules or substantive content continue through normal review. New writes require a stable 0.19 workspace pin; the 0.19 runtime also reads existing 0.18/model13 repositories.
Validation: independent combined code and security review clean; nine focused amendment tests pass. Full workspace validation, browser checks, package checks and a real-program rehearsal are recorded before landing. Coordinated filegrc and create-filegrc release: 0.19.0, data model remains 13.
