test: redaction performance on 100 KB inputs flakes on CI runners (200 ms bound) #1665

Two cases in test/altimate/learn/digest.test.ts ("redaction performance on 100 KB inputs > credential assignments" and "> unterminated braced assignment") took 247 ms and 270 ms against a 200 ms bound on the TypeScript job of the v0.12.9 release PR (#1647): https://github.com/AltimateAI/altimate-code/actions/runs/41909433980

Neither the test nor redactSecrets changed in that release; locally they pass 3/3, and main CI is green. The bound is a wall-clock limit on a shared runner under full-suite load. Suggested: raise the bound (other adversarial timing tests use 5–15 s) or assert on scaling (e.g. 100 KB vs 10 KB ratio) instead of absolute time.

The failed job was re-run without a code change.
