ARM64 Dockerfile for Apache Derby and Sample Databases

This Project has two components:

1. A image simple docker build of Apache Derby for the ARM64 platform.
2. A docker compose file for executing Derby

The process of building linux/arm64 images using docker buildx to build Apache Derby 10.17 container image requires OpenJDK 21 or higher.
