Adds AIP-4, specifying how wash-trading findings become enforceable on-chain:

• Findings are proof-carrying claims: a zkVM guest re-verifies raw Base evidence (receipt, transaction, and state MPT proofs) and checks a conserved-value-loop predicate — capital injected, volume settled, and capital returned, bound at comparable scale and attributed through the protocol's own cumulative accounting.
• Historical block hashes are anchored to the existing public Chainlink BlockhashStore on Base (unowned, immutable, correct-by-construction writes, permissionlessly extendable) — no AntSeed-operated keeper or checkpoint oracle.
• An immutable, ownerless registry records the proven fabricated volume as a ratio of the subject's own settled volume (read from AntseedChannels AgentStats at the period-end block, inside the proof); AIP-2 policies scale points superlinearly with that ratio, so there is no volume threshold to structure beneath.
• Predicate parameters and the penalty curve are calibrated by a companion wash-trading detection AIP before any registry deploys.
