Discover an Xcode app with an executable clang and set DEVELOPER_DIR before ripgrep cargo builds on legacy macOS 11 and darwin-x64 macOS 13 paths. Prevents CLI Release Prod from failing when the runner default (e.g. Xcode_15.4) cannot locate clang.

Unblocks CLI Release Prod after orphan 1.9.44 bump (version on main, no tag/npm). Cherry-pick of 85470c2 only: select Xcode with clang and set DEVELOPER_DIR before ripgrep cargo builds. After merge, dispatch cli-release-prod.yml with version_type=patch (1.9.44 -> 1.9.45).
