Add Reelo (direct .wgt from reelo.ru)

Reelo — TV client for the Reelo service

• Package: packages/ihovsky__Reelo.json, source: direct → https://reelo.ru/samsung/reelo-latest.wgt (a versioned file behind a stable name; the same host serves the install guide at https://reelo.ru/samsung/).
• What it is: a remote-first TV client for the Reelo service (films and series, family profiles, library sync between devices; Russian UI). The same web app already ships for LG webOS, Android TV and Samsung via Media Station X; this is the installed Tizen package.
• Tizen: required_version 2.3, profile tv, public privileges only (internet, tv.inputdevice), <access origin="*"/>. Package id ReeloTVapp, app ReeloTVapp.Reelo. Legacy (ES5 + polyfills) and modern bundles are chosen at start, so it targets Tizen 3.0 (2017) upwards.
• License: MIT. The source repository is private at the moment; the package itself is freely redistributable and ships THIRD_PARTY_NOTICES.txt plus the LGPL source offer for libcurl.js (tls/SOURCE.txt). If a public source mirror or a LICENSE file inside the .wgt is required for listing, tell me and I will add it.
• Tested: packaged with the Tizen Studio CLI and verified on a Chromium 63 stand (the Tizen 5.0 engine); a real-TV install through Apps2Samsung is being checked on Samsung 2019/2022 sets — I will report back in this PR.
• The app is unofficial and not affiliated with any content service; it plays what the viewer's own sources provide.
