Add AquaPlay IPTV

Adds AquaPlay IPTV, a lightweight IPTV player for M3U playlists and Xtream Codes accounts: a full programme guide, catch-up, Movies & Series, profiles, parental locks, ten languages, and playlist setup from a phone by QR code. No ads, no tracking, no account.

• Releases: https://github.com/AquaPlayIPTV/aquaplay-samsung/releases (one unsigned .wgt per release, named AquaPlay-<version>.wgt)
• Licence: free to use and to redistribute unmodified, including through installers like Apps2Samsung (https://github.com/AquaPlayIPTV/aquaplay-samsung/blob/main/LICENSE). The source is not published, so I'm listing it under the "redistributable" part of the guidelines.
• Tested on a Samsung UE50RU7100 (2019, Tizen 5.0) and on Chromium 56, the engine of 2018 sets (Tizen 4.0, the app's minimum).
• It is a player only and ships no channels or content.

The package file follows packages/README.md, with source: "release" and an assets match for the versioned file name.
