Upgrade to python 3.13

• Updated dependencies for Python 3.13 (pyproject.toml, pdm.lock, test_environment.yml, CI) and fixed a psycopg2 build error.
• Fixed the proj.db mismatch so Condor jobs use the same proj.db as the local environment, and guarded FDB_ROOT_DIR against being empty before calling Path().
• Updated run_nldas and run_bulk_soil_data_retrieval job executables.
• Replaced deprecated datetime.utcnow() usage.
• Fixed to_gltf in tribs_mesh.py and made its test robust with a custom assert_gltf_almost_equal instead of byte-level filecmp.cmp.
• Test fixes: sorted files before comparison in test_dataset_duplicate, fixed test_get_condor_proj_dir, pytest path issues, and lint issues.
