Regenerates CI and build files with xmsconan 2.15.4 (was 2.12.2).

Changes

  • Flake job now installs xmsconan, runs xmsconan_gen build.toml to render .flake8, and runs plain flake8 _package — the inline flake8 arguments are gone, so .flake8 is the single lint source of truth.
  • Build/deploy steps pin xmsconan==2.15.4 (was xmsconan>=2.12.2) and conan~=2.31.0 (was unpinned).
  • actions/checkout@v2@v4. v2 is deprecated; this comes from the template fix in xmsconan#81 (released as 2.15.4).
  • Test artifacts are now collected via --artifacts-dir and uploaded.
  • if: ${{ ... }} expressions normalized to if: ... (equivalent).
  • Newly tracks the generated .flake8 and pytest.ini, matching xmscore. CI renders .flake8 itself during "Generate Build Files", so this is purely for local parity. Happy to drop these two files if you'd rather keep them as untracked build artifacts.

Also tracks the generated .flake8 and pytest.ini, matching xmscore. The new
flake job renders .flake8 during CI, so this is for local parity: a bare
'flake8 _package' now works without running the generator first.
Both dependencies are now built under conan~=2.31.0 (so their binaries resolve)
and with xmsconan 2.16.0 (so their libraries carry the testing helpers this
repo links).
