Summary

• Enforce descriptions of at most 1,024 Unicode characters for all repository SKILL.md files, including generated plugin copies, through the existing Harness plugins CI test suite.
• Parse YAML frontmatter and cover the exact length boundary, Unicode, quoted/multiline values, and missing or non-string descriptions.
• Shorten ArchDev's description to 840 characters, preserve upstream Ask dashboard discoverability, and regenerate all eight plugin copies.

Verification

• Confirmed the new test failed on the nine oversized descriptions before the fix.
• npm test: 106 tests pass, including checks for all 36 skill files.
• npm run typecheck, npm run check, and git diff --check pass.
