Human Summary

This PR ensures that PR creators add some human-written context in addition to the AI context. This will make it easier to review PRs and understand the intention behind them.

Summary

  • Adds a "Human summary on PRs" rule to CLAUDE.md: before opening a PR, an agent must ask the user for a short what/why note and place it under a ## Human Summary heading at the top of the PR body, above its own summary. If no human is available to answer, the agent must stop rather than fabricate one.
  • Adds a "Draft PRs" rule: agent-opened PRs must be created as drafts so the creator reviews before it's visible to their dev lead, and only the user (never the agent automatically) marks a PR ready for review.
