Summary

Adds the arrow-crm repository via the GitOps loop — first new-app repo created through Terraform per last night's #backbone-infra decisions.

Owner team: webdevelopers (Sleety builds the app)
Maintainers: growth-and-ops (onboarding/greeting is their lane)
Visibility: public — code is public, member data lives in Supabase and never enters git

Context

Backbone infra track: CRM v1 = static SPA (Cloudflare Pages) + Supabase (Postgres/RLS/Discord OAuth). This PR only creates the repo with standard files/branch protection; app scaffold lands as a follow-up PR in the new repo.

Merging this also road-tests the PR → plan → merge → apply loop.

Member CRM for DAO onboarding (Backbone infra track). Owned by webdevelopers (Sleety building the app), growth-and-ops as maintainers since onboarding/greeting is their lane. Code is public; member data lives in Supabase and never enters git.
