Member CRM for DAO onboarding (Backbone infra track). Owned by webdevelopers (Sleety building the app), growth-and-ops as maintainers since onboarding/greeting is their lane. Code is public; member data lives in Supabase and never enters git.

Adds the
arrow-crmrepository via the GitOps loop — first new-app repo created through Terraform per last night's #backbone-infra decisions.webdevelopers(Sleety builds the app)growth-and-ops(onboarding/greeting is their lane)Context
Backbone infra track: CRM v1 = static SPA (Cloudflare Pages) + Supabase (Postgres/RLS/Discord OAuth). This PR only creates the repo with standard files/branch protection; app scaffold lands as a follow-up PR in the new repo.
Merging this also road-tests the PR → plan → merge → apply loop.
