Adds a first, dependency-free Python syntax/config workflow on pushes, pull requests, and manual dispatch. It compiles all Git-tracked Python source bytes without importing or executing application code, fails if no Python sources are tracked, and documents the limited coverage in .github/CI.md.

JSON syntax: config/config.spec.json, config/root_config.json.

Uses commit-pinned official checkout/setup-python actions, Python 3.12, a read-only token, disabled checkout credential persistence, and a five-minute job timeout. JSON parsing checks syntax (including rejection of NaN/Infinity), not schema or application behavior.

Validation: the exact workflow validation snippets passed locally with Python 3.12.11 for 15 tracked Python files and 2 JSON files; the staged diff passes git diff --check. Hosted CI is triggered by this draft PR.

This is not runtime testing. No application dependencies are installed; no application entrypoints, imports, test discovery, network APIs, authentication, installers, GUIs, model/data downloads, or browser downloads run. No runtime behavior is changed.
