Consider dropping the `libar-spfhdrs.so` shared object

During Debian packaging I realised that libar-spfhdrs.so seems to be empty (i.e. does not depend on, nor export any symbols). The "hdrs" name suggests that SPF is only shipping headers. So we should consider to stop building the empty shared object.
