The file contained two Windows-1252 smart quote bytes (0x91, 0x92) on line 147, flagged by Lintian as non-UTF-8 encoding. Converted using iconv from windows-1252 to UTF-8. Signed-off-by: Chiluka Rohith <rchiluka@qti.qualcomm.com>
