Looks good, thank you! You'll probably want to also bump the plugin version here or in another PR to test it out. Also see this PR I made to vip-go-mu-plugins-ext to fix a version mismatch with a similar change in vip-block-data-api, you may want to either remove the v tag prefix or update the -ext configuration as well.

Description
Similar to the block data api's release workflow, the governance plugin should need one as well to make cutting releases easier.
