This PR-creation helper independently confirmed the exact sync SHA, both merge parents, published-main ancestry, the changelog-only tree difference, and a clean working tree. No additional Azure operations, live validation, or ACR builds were performed.
Scope
Central documentation is being published separately through Azure/AI-Landing-Zones#156; no documentation files are modified here. No Azure resources, rulesets, workflows, tags, or releases are changed by this synchronization. Remaining CI monitoring and merge are owned by the release coordinator.
