Scope
Adds the additive five-lane Bolt lifecycle pipeline, transition/capture/compare/cleanup infrastructure, and deterministic fault gate.
Draft dependency caveat
This PR is opened early for review and CI. Its base,
users/rbtr/bolt-lifecycle-base-v2, is a temporary integration branch joining A1 with #4567. Do not merge until both A1 and #4567 merge.Behavior
All existing E2E lanes remain intact; the Bolt lanes are additive and the product defaults remain dark.
Evidence
Validator and integration-state race tests, pipeline contract tests, and shell syntax checks pass.
