Scope
Enables the fully supported CNS-owned Bolt mode, production dependency wiring, safe/debug route registration, metrics registration, and unified pod-info selection.
Draft dependency caveat
This PR is opened early for review and CI on top of the draft fault harness. Do not merge until F1 and every inherited temporary-base prerequisite merge.
Behavior
Shipped defaults remain
EnableBoltStateStore=false, backendjson, modenormal, and debug snapshot disabled. Bolt requires the master flag, backendbolt, andManageEndpointState=true; contradictory combinations fail closed.Evidence
Whole-diff Linux/Windows lint, complete race tests, Windows compilation, and independent review pass.
