Regenerate azure-ai-evaluation API surface snapshots

The API.md Consistency gate for azure-ai-evaluation was failing because this PR changes the package’s public surface, but the checked-in APIView snapshots were not updated to match. This refreshes the committed API surface artifacts so CI evaluates the intended API delta instead of stale snapshots.

• Snapshot refresh

  • Regenerated sdk/evaluation/azure-ai-evaluation/api.md
  • Regenerated sdk/evaluation/azure-ai-evaluation/api.metadata.yml
  • Kept both files in sync, which is required by the consistency gate

• What this captures

  • The current public API additions already introduced by this branch, including the validator-related surface and associated metadata/hash updates
  • No source changes beyond the APIView snapshot artifacts
