Drop vendored darts-clone patch in favor of BCR 0.32h.bcr.1 - #1401

Upstream BCR now ships darts-clone 0.32h.bcr.1, whose bundled darts_header_compat.patch adds the same copy_array, validate, and static_cast compatibility changes we carried as a local patch. Switch to the BCR version, remove the single_version_override, and delete the now-redundant patch file.
