Improve debian package workflow - #1406

…uild Remove references to "this fork" and internal AGENTS.md from the packaging documents; the debian/ content is meant for upstream reviewers who have no context for this repository's own additions. Add -DCMAKE_DISABLE_FIND_PACKAGE_Git=ON to debian/rules so dpkg-buildpackage uses the hardcoded fallback version instead of a .dirty-suffixed string produced when quilt patches modify tracked files during the build.
Replace the manual dpkg-deb approach with dpkg-buildpackage driven by packaging/debian/debian/. The script overlays that directory at the repo root, runs dpkg-buildpackage, and collects output into DIST_DIR. The workflow splits into three jobs: amd64 native (arch:any + arch:all), arm64 cross (arch:any only, debhelper 13 cross-compilation), and assemble which zips all ten .deb files and SHA256SUMS into a single release artifact.

Use dpkg-buildpackage to build the packages instead of our custom script.
Also clear the "dirty" bit in version number.
