Brief 37 of the August 2026 audit. Report: dev/review-2026-08/reports/37-package-infra.md

Constituent changes:

  • chore(infra): raise R floor to 4.0, fix build scripts and package metadata
  • chore(infra): remove dead C++ code with inert Rcpp export attributes
  • docs(data): fix the ADHD DOI link and wrap the CC-BY licence URLs

Part of the 12-PR stack replacing #200 (one PR per audit brief). Squash-merge in stack order starting from PR 29, then run dev/review-2026-08/restack.sh to rebase the remaining PRs.
