Scope
Migrate adaptive-delivery-preflight, claude-agent-route, and substantive fixture mechanics where Python improves portability. Preserve the bounded-goal model and native host ownership described in docs/design.md.
Done criteria
- Preserve exact preflight records, route-policy validation, repository binding, authority stops, provider discovery, and exit codes.
- Do not add queues, daemons, resumable workflow runtimes, static phase control, or implicit orchestration.
- Use cross-platform subprocess/path handling for Claude Code and Codex launch boundaries.
- Retain fixture fidelity for readiness, independent review, verification, and launch behavior.
- Register the contained package and pass all Python quality gates plus existing shell glue checks.
- Validate fresh independent installation and supported host paths on Linux, macOS, and native Windows.
- Keep all orchestration evals passing and update specs, docs, and matching manifest versions.
Migration blueprint
Use the implementation merged in PR #173 as the default blueprint for Python + uv plugin mechanics. Reuse its self-contained package layout, committed uv lock, runtime/development dependency separation, python-packages.txt inventory, Ruff and strict mypy gates, separate 95% line and branch coverage gates, and fresh copied-artifact validation. Extend that pattern with native-Windows fresh-artifact validation where this rollout requires Windows support. Document any plugin-specific deviation explicitly instead of introducing a competing convention.
