Sync transactions in background

📖 Context
Ensure transaction data is fetched in the background so users always see current balances and history.
🛠️ Tasks
Create mobile/services/sync/transactions.ts
Implement transaction sync logic (mock API for now)
Handle pagination and delta updates
Handle network failures gracefully without corrupting state
Update store with fetched transactions
✅ Acceptance Criteria
Transactions are up-to-date on app open
Partial failures do not corrupt local state
Sync runs without user action
No duplicate requests

Add French translation file for the mobile app

📖 Context
French is widely spoken in West and Central Africa, a key market for EsuStellar. Adding a French translation makes the app accessible to millions more potential users.
🛠️ Tasks
Create mobile/locales/fr.json by translating all keys from en.json
Register the French locale in mobile/i18n.ts
Test by changing the device locale to French and verifying all screens
Note any strings that were missed and add them to both locale files
✅ Acceptance Criteria
All UI strings display in French when device locale is fr
No missing-key fallbacks to English keys (only values)
Translations are accurate (native speaker review preferred)
