feat: Add x402 Permit2 proxy & batch-settlement contracts (v0.0.4)

Replace OZ SafeERC20.safeTransfer with sun-contract-std SafeTransferLib in x402BatchSettlement and ERC3009DepositCollector for TRON-safe token handling (USDT non-standard return). Wrap calls in a TransferFailed revert since the lib returns a bool instead of reverting. Update README Nile addresses for the redeployed x402BatchSettlement, ERC3009DepositCollector, and Permit2DepositCollector. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
