The Kali and Ubuntu sections of
shifter/packer/README.mdstill listed@anthropic-ai/claude-codeas baked. Since #2504 (AWS) and #2510 (GCE), those images carry only the Bedrock configuration; scenarios declare Claude Code and Shifter delivers it (ADR-034-R11). The Windows section is unchanged because the Windows and DC bakes still install it.Refs #2463
