Anvil logs an INFO line when the env-default permission mode is applied (BROKK_ACP_PERMISSION_MODE, session.rs initial_permission_mode), but clients still cannot programmatically verify the effective mode. Add the effective permission mode to the session/new response (or an equivalent queryable surface) so ACP clients can assert their requested mode was applied.
Context: mjolnir silently failed to transmit --permission-mode for months (fixed in mjolnir 83b35b8); every headless session fell back to Auto and paid the classifier tax invisibly. The mj-side acknowledgment check is tracked in the mjolnir repo; this is the server half.
