Create
artifact/README.mdas the source-access layer for the USENIX artifact. It contains all 189 active corpus works with one stable clickable locator each, grouped as 92 Set 1 + 97 Set 2. Links prefer DOI, then arXiv, then the recorded primary URL. Third-party PDFs are not redistributed. A small generator script is included so the list can be rebuilt from the authoritative corpus CSVs.
