test(certification): exercise Circle service discovery

Summary

• extend the harness certification contract with an optional Circle service-discovery check
• run a bounded read-only circle services search crypto and inspect a usable HTTPS result
• keep stale marketplace results from failing the certification by trying at most five bounded results
• record only status, command metadata, and a resource hash; no URLs, credentials, or payloads are persisted in evidence

Verification

• bun test packages/certification/harness-certification.test.ts packages/agent-wallet/index.test.ts — 7 passed
• bunx biome check packages/certification/harness-certification.ts scripts/certify-local-harnesses.ts — passed
• fresh live certification: Circle wallet read-only and Circle service discovery both passed

Tax Automation Engine is out of scope.
