Pin SQLAlchemy to 2.0.54

Summary

• downgrade the locked SQLAlchemy version from 2.1.1 to 2.0.54
• restore the greenlet dependency required by SQLAlchemy 2.0
• avoid the SQLAlchemy 2.1 PostgreSQL default-driver change from psycopg2 to psycopg

SQLAlchemy 2.1 makes bare PostgreSQL URLs select psycopg v3, while cfa-dagster currently installs psycopg2-binary. This caused just dagster to fail with ModuleNotFoundError: No module named psycopg.

This is a lockfile-only workaround pending an upstream driver-selection fix.

Validation

• uv lock --check
• uv run --frozen src/cfa/stf/routine/dagster/definitions.py
• confirmed Dagster launched its services and served the webserver on 127.0.0.1:4000
